I'm seeing repeated deployment failures on my CHLOE-WEB service starting today (2026-08-18), coinciding with the banner shown across my dashboard: "Deployments are slow to progress. We are investigating the incident."
Issue: My most recent deployment (deployment ID df21ac8c, commit 81ce845 on branch main) fails at Build > Build image with "Failed to build an image. Please check the build logs for more details." However, the Build Logs, Deploy Logs, and Network Logs tabs are all completely empty — no output at all, before or after the failure.
This has failed 3 consecutive times on the identical commit with no code changes between attempts. Railway's built-in Diagnose feature also failed ("Diagnosis failed for this deployment") on a related deployment on my CHLOE-API service (deployment ID f2b6e379) about an hour earlier, which hit a different failure — Initialization > Snapshot code, "Failed to connect before the deadline" — before eventually succeeding on retry.
Given the timing and the total absence of build log output, I suspect this is tied to the active incident rather than my code — this exact codebase (minus a small CSS-only change) built and deployed cleanly earlier today.
