Build fails with buildkit socket error before any Dockerfile step runs

Details: The build fails in BUILD_IMAGE after about two minutes with raw-read unix @->/run/buildkit/buildkitd.sock: use of closed network connection. The logs stop at "unpacking archive", and the same commit fails identically on all three attempts.
