Build fails with "Failed to connect before the deadline" - empty build log

My deployments have been failing for several days during the build phase. The build log is empty except for a single line: "Failed to connect before the deadline". The build never actually starts (no apt-get, composer, or npm output appears).
- Builder: Dockerfile (my Dockerfile is valid and works locally)
- The app runs fine locally, and the previous deploy is still live and working
- I've tried redeploying multiple times over several days, same result every time
- The "Agent usage limit reached" diagnosis message appears, but I still have trial credits remaining
- Only a small PHP code change was pushed; nothing in the Dockerfile or dependencies changed
This looks like an infrastructure/connectivity issue on the build side, not my code. Can you check on your end?

Redeploy will only replays the same snapshot steps, so it would never succeed
Try Deploy Latest Commit from the Command Palette (Ctrl+K) or make a new commit so it will create new deployment instead of Redeploy the old one
