My build completes successfully but immediately starts over in an infinite loop.

Each build:

1. Completes with containerimage.digest

2. ~30 seconds later, starts fetching snapshot again

3. Full build runs again

4. Repeat indefinitely

Environment:

- Single region, no replicas

- Bun + Node app

- Build takes ~1 min each time

- Triggered via CLI railway deploy

Key log pattern:

22:06:00 - containerimage.digest: sha256:56c0e842... BUILD DONE

22:06:16 - scheduling build on Metal builder "builder-mlwrge" (again!)

Builds are cycling through different Metal builders: builder-bygvuh, builder-mlwrge, builder-qidoml, builder-dlzkxy

Is this related to the Tigris storage outage? The build artifact seems to complete but isn't being persisted/recognized, causing retries.
