Builds failing project-wide — secret RAILWAY_GIT_REPO_OWNER not found

Project: appraisal-case-board (ID: e608b3b2-0593-4458-8320-d753ba36d245)

Services affected: appraisal-app and trello-sync — both, so it looks project-wide

Every build via railway up (CLI, CI mode) has failed for the last ~30 minutes with the same error, on both services in this project:

Build Failed: build daemon returned an error < failed to solve: secret RAILWAY_GIT_REPO_OWNER not found >

Builder: builder-xajipk. Neither service has a Git repo attached (source.repo is null for both) — deploys have always gone through CLI upload, never GitHub integration, so this secret shouldn't be expected at all.

Things I've tried that didn't help:

Retried 5+ times over ~20 minutes — same error every time

Railway's own "Diagnose" button on the failed deployment also failed to run

Set a placeholder RAILWAY_GIT_REPO_OWNER variable on the service — no effect, removed it after

Checked status.railway.com — no incident listed

Recent successful deploy IDs for reference: c0089923-7520-4bf3-a02f-d4b5d75152e7 (appraisal-app, 2026-08-11 14:17 UTC), 4932174b-459a-4356-9012-fd0a5c31f500 (trello-sync, 2026-08-11 16:59 UTC). Recent failed attempts: 0913f937, a72f1a99, 892ebd2b, b19d0729, 1b9a3eb3.
