Hi, I want to host a personal Xray/V2Ray proxy server for my own use to bypass internet censorship in Russia. Is this allowed on Railway or does it violate the Fair Use Policy? I will be the only user of this server

This is not allowed. Please use a purpose-built VPN provider.
