Can I set up email notifications about downtime of my services?

I would like to be able to set up email alerts when some of my services are down but not only to the email associated with the railway account, but also to others that I think should be notified.

Yes, you would want to use Kuma for that as Railway does not offer this functionality natively -

Considering Railway isn't free, yes there would be costs.

Should be about $2 a month, at least that's what mine costs.
