Can't create a volume

I just signed up. I'm following your guides. Spent about an hour trying to create a volume. the option does not exists. Extremely frustrated. Please do not tell me to right click of ctrl k. yes ive done that. https://docs.openclaw.ai/railway

For example, I am able to right-click my service to add a volume -
