Can't disable static ip

I just downgraded to Hobby plan, but now my project has a static ip but the toggle is missing in networking section of settings.

The toggle is missing because static IPs are a Pro-only feature—on Hobby, that UI section doesn't appear at all. Since you had the static IP enabled while on Pro and then downgraded, it's now stuck in a state where you can't disable it yourself.
Do you want me to remove it?
