Can't reach database server

No matter how many times i create new dbs I keep getting this error when trying to connect through the CLI.
Error: P1001: Can't reach database server at roundhouse.proxy.rlwy.net:48367
Please make sure your database server is running at roundhouse.proxy.rlwy.net:48367.
The deployment also always fails

There are no errors in those deployment logs.
Are you perhaps behind a firewall for instance at a school or workplace?
