Can't reach PostgresQL database. "too many clients alreadyconnection to server"

I can not connect my postgresql server. By railway admin panel, the error message displays as the screenshot. And, I also can not connect by TablePlus(MacOS DB client app) by same error message.

How can I solve this or know more detailed info? I am not senior DB engineer so I may cause easy mistake…
