I also cannot set my new environment to a custom URL because it says the old one is still in use. Is there some kind of delay before the old environment is fully out of the system?

What is the name of the environment you wish to use?

What is the domain you wish to use?

My environment was named "production". I had deleted an older environment, and wanted to create a new one of the same name.

The domain is https://app.canaveral.ai.

Looks like the rename and domain works now. It was confusing that this was not immediate, or that there was no language that changes could take time to propagate into the system.

That's odd, there shouldn't be. I just deleted an environment and created one with the same name instantly without issue.
