My Hobby workspace cannot provision the first service in the new empty project “AION-P0-Isolated-Staging”.

Railway returns this error:
“Free plan resource provision limit exceeded”
The project is new and currently has no services or volumes. Please verify whether a rolling service-creation limit, account risk restriction, or another workspace provisioning limit is blocking the operation, and remove/reset the restriction if possible.
Please do not modify the existing project “energetic-connection” or its staged patch.

Your workspace is on the Trial plan (not Hobby), and it has reached the Trial plan's service cap of 5 services, all of which are currently in the "energetic-connection" project. The "Free plan resource provision limit exceeded" error is the expected result when no service slots remain, even in an empty project. There is no account restriction or risk flag on your workspace. Upgrading to a paid plan (Hobby or Pro) raises these limits and would unblock provisioning in your new project.
