I am trying to subscribe railway with the hobby plan but it says Upgrade your resources, remove usage limits, and ship with ease. You don’t have access to this workspace. Please contact the workspace owner for access

Make sure you're selecting your own workspace from the workspace switcher in the top-left corner of the dashboard, then navigate directly to railway.com/workspace/plans to subscribe to the Hobby plan.
