Certificate retry blocked by rate limit — satssupport.app

My custom domain satssupport.app on service sats-support-web

cannot obtain a TLS certificate.

Railway reports:

  • Domain ownership: verified
  • CNAME target: 8bm3rqda.up.railway.app, propagated
  • Target port: 8080
  • Certificate status: CERTIFICATE_STATUS_TYPE_ISSUE_FAILED

The verification TXT resolves publicly. A CAA lookup through

1.1.1.1 returned NOERROR with no CAA records.

After waiting over 8 hours without manual retries or DNS changes,

one retry was attempted on October 26, 2026, around 07:44 JST.

Railway rejected it with:

“A certificate retry for satssupport.app cannot succeed yet:

Let's Encrypt rate limit reached. Please wait before retrying..

Check domain-status for the DNS records that still need to change.”

Please check:

  1. Which exact ACME rate limit applies?

  2. What is the original error and Retry-After time?

  3. Is Railway blocking retries based on a stored failure,

or was this attempt sent to Let's Encrypt?

  4. When and how should issuance be retried?

No further retries or domain removal/re-addition have been

performed since this rejected attempt.

The certificate on this domain is recorded as failed with a Let's Encrypt rate-limit error, while ownership verification is complete and the traffic record shows as propagated, so no DNS changes are needed. The "DNS records that still need to change" line in that message does not apply to your current setup.

With a rate-limit failure, waiting is the only remedy: a new attempt made before the certificate authority's window clears fails the same way, and removing and re-adding the domain would only give you a new CNAME target and verification token to set up. The failure we have on record does not include which specific Let's Encrypt limit was hit or a Retry-After time, and it does not show whether your 07:44 JST attempt reached Let's Encrypt, so we cannot give you an exact time when issuance will be allowed again.

Thank you for confirming that no DNS changes are needed.

I have left the configuration unchanged.

Could a Railway team member review this certificate failure?

If the original ACME error or Retry-After time is available in

internal logs, please check it.

If the retry time cannot be determined, please clarify the

supported recovery procedure:

  • Will Railway automatically retry after the limit clears?

  • If not, how and when should I request another retry without

    removing and re-adding the domain?

The certificate remains unissued, so this is still unresolved.

Additional data:

  • Let's Debug (http-01) for satssupport.app: "All OK", no issues found.
  • crt.sh shows no certificates ever issued for satssupport.app.

So the "New Certificates per Exact Set of Identifiers" and "per Registered Domain" limits cannot apply, and any authorization-failure limit (5/hour) should have cleared hours ago. This suggests the 07:44 JST retry may not have reached Let's Encrypt, or Railway is applying its own backoff based on the stored failure.

Could a team member please check the internal ACME logs and trigger a fresh issuance attempt?
