Hi, in the plan configuration it marks "Code deployments disallowed" and "$5 databases-only free usage" both in yellow, and it doesn't let me deploy, why is it?

railway could not verify you via github, this is sometimes due to the github account being too new or not having enough activity, you would need to upgrade to hobby to gain access to code deployments.
