Cold starts only happen when Serverless (App Sleeping) is enabled, which puts your service to sleep after 10 minutes of inactivity. On the Hobby plan, Serverless is optional, so you can disable it in your service's Settings > Deploy section to keep your service running continuously and avoid cold starts entirely. If you leave Serverless enabled, the first request after a sleep period will have a delay regardless of how much you spend.
