In my projects settings>usage, the graph for this has flatlined at 3gb.

  1. I was wondering if this is because of some 3gb cap I'm not aware of (I'm on the pro plan)?

  2. Is the graph cumulative?

  3. Can anyone provide me with any information as to the cost per GB?

It's not cumulative, but point-in-time usage. Read the docs.
