I have pro plan 20$ , it is possible that other dev will connect to the same workspace with their github without 20$ additional payment?

when i go to my pro workspace-> people section it said "Invite to your workspace

" and underneath "Each member costs $20/month" so it confuse me , if i invite somone to this workspace and he connect with his github to the workspace i will charged more 20$?
