after testing more the app, I found that the ip is enabled for projects created on the pro plan, but its not working for the projects that I created on the hobby plan and migrated to the pro plan

Hello,
Static IPs are not available for services deployed to the metal regions, please change your region to non-metal before enabling static IPs.
