The Scale section fails to load for every service in my project with "Could not load public networking. Retry". Retry does not help. Reproduced in Chrome and Edge. It affects both a Docker image service (neo4j:5-community) and services deployed from a GitHub repo. Because of this I cannot change the deployment region, which is still US West and needs to be EU West (Amsterdam). No active deployments yet. Workspace on Hobby, project JournalInt, environment production.

Your production environment has 16 changes staged that have not been deployed yet, and they include creating four of your services, so those services don't exist as running services yet. The one service that is already deployed also has a staged change moving it from US West to EU West (Amsterdam).
Click Deploy on the pending changes bar in your project to apply them. Once the services are created, you can set EU West (Amsterdam) as the deploy region for each one in its settings. Changing the region causes no downtime unless a volume is attached, in which case the volume is migrated along with the service.
