So i am on the Hobby plan. The description says upto 48v CPU and 48GB RAM. But i am not able to increase beyond 8.

The 48 vCPU / 48 GB figures on the Hobby plan represent the total across all replicas, not the per-replica limit. Each replica can use up to 8 vCPU and 8 GB RAM, and Hobby allows up to 6 replicas (6 × 8 = 48). The per-replica cap of 8 you're seeing is the expected maximum for the Hobby plan.
