Cron is running at random times instead of scheduled timings. One of my cron scheduled at 3:00 AM UTC is running at random timing, one day it ran at 3:01 then next 03:08

CRON runs are not guaranteed down to the minute, please expect some variance.

Correct.
If you need such a level of accuracy, you will need to be on the paid plan in order to do an in-code cron scheduler.
