The same commit has failed 5 times at BUILD_IMAGE. The build log stops right after the build plan prints ("Saved output to: snapshot-target-unpack"), with no install output and no error. There are no deploy logs.

The commit only changes api/main.py and adds tests/test_comm_rules.py. The previous commit built fine with the same config.
