When i am adding a Custom Domain by updating the DNS Records in hostinger, and i am also adding the IP address to DNS A record, it is not saying DNS Setup Complete for sometime and then for sometime it says complete and moves back and forth with the same. I am unable to access the site with custom Domain

Hey, please refer to Railway's public networking documentation regarding custom domains: https://docs.railway.com/guides/public-networking#custom-domains. Keep in mind that Railway is requesting you to add a CNAME record and not an A record. Furthermore, if you are adding a root domain, such as example.com, then you will have to set your domain's nameservers to Cloudflare's as Hostinger does not support CNAME flattening.
