The CNAME record is correctly propagated, but the TXT ownership-verification record is missing. Your domain has verified=false because there is no TXT record at the verification host shown in your domain's networking settings (the _railway-verify.* record). Certificates will not issue until that TXT record is published and verification completes. Add a TXT record at the hostname shown under "Show DNS records" in your service's networking settings, with the verification value displayed there, and the certificate should proceed once it propagates.
