Can railway custom domain handle the apex of a domain, i.e. if I buy a domain, can I point it towards railway in some way so that the ENTIRE domain (including domain apex) points to a service there? Without using a mitm like Cloudflare, etc.

You'd need a DNS provider to set up a custom domain with Railway. The recommended provider is Cloudflare. So to answer your question, no. Railway does not provide DNS services.

Yes but the issue is that CNAME is typically not allowed on domain APEX, say example.com can not have a CNAME but subdomain.example.com can. I guess I have to find a DNS host that allows such things, thanks.
