when i try adding a custom domain to my project it shows an error of not available. The domain is currently not in use and is dormant. How can i connect my domain now.

We can remove the domain for you, but we need to verify the ownership first.
Please add a _railway.verify TXT record for the domain with the value <random 8 character string>
Once done, please let us know and then we will verify, after verification we will remove the domain for you.

A project is only actually deleted after 48 hours to allow you to recover from accidental deletions, and you did not unlink the domain, so that would count as unavailable.
