Root domain seenfirst.online on a Hobby project has been stuck at
CERTIFICATE_STATUS_TYPE_VALIDATING_OWNERSHIP with verified: false for over
an hour, across two full delete-and-re-add cycles. errorMessage is null.
DNS is confirmed correct: Cloudflare, DNS-only (grey cloud), CNAME flattened
at apex to the Railway target, and both resolve to the same edge IP. The ACME
challenge path over HTTP is answered by railway-edge with a 404, so the validation path reaches Railway. Railway reports the DNS record as PROPAGATED.
Requests to the domain over HTTPS return x-railway-fallback: true, so the edge isn't routing the host to the service. A subdomain on the same service issues certificates without any problem.

The HTTP challenge path reaches our edge, so the traffic record is working. The ownership verification TXT record is what's missing. Add a TXT record with the host _railway-verify and the value railway-verify=be88bda7bfa56e1f4262522b9c83f8cf268bab787f15c12a0874f2cd02e4d8ca in your Cloudflare DNS. Once it propagates, verification and certificate issuance will resume automatically.
