I added my public domain to a repo and it was stuck, then deleted that repo and created a new one. Now I cannot re-add my domain to the new project. Both the dashboard and CLI return: "Failed to create custom domain, please try again".

Please release the domain from the deleted repo so I can add it to my current one. This is urgent, production site is down.

I have fully migrated from AWS to Railway and committed to a paid plan, but immediately ran into this critically poor problem... How long estimate for fixing this as the whole functionality is affected by this?

The stuck domain from the deleted service has been released. Your domain is now attached to your current service.
To complete setup, check the custom domain settings in your Railway dashboard — you'll need to update both the CNAME record and the TXT verification record to match the new values shown there. The verification values have changed from what was previously configured, so make sure to update them.
Once DNS propagates, the SSL certificate will issue automatically.
