The CNAME record is propagated correctly, but the TXT verification record has leading whitespace characters (a tab and a space) before the value, which prevents the ownership check from matching. Please update the TXT record at your DNS provider to remove any leading whitespace so the value begins exactly with railway-verify=, then allow a few minutes for propagation.
