What you've already tried (delete button greyed out, CLI access denied)
The support team can manually remove the service record and get you unstuck. This is not something I can do directly, but it's a known recovery path for stuck services.

Your role on this workspace is Member, and deleting services is an Admin-only action. Railway greys out or hides controls that are not available to your role rather than showing a permission error. An Admin of this workspace would need to delete the service for you.
