Deleting all deployment environments corrupts the project

I used the railway CLI to delete my only deployment environment, via railway environment delete <my-env-name>. This completed successfully, however now my project is broken, both from CLI or in the web-ui dashboard.

Any CLI command to interact with this project now fails with the following error:

```
Failed to prompt for options
Caused by:
The prompt configuration is invalid: Available options can not be empty
```

The web dashboard hangs indefinitely when attempting to open the project. This is especially frustrating, because I am unable to even delete the project, because there is no CLI utility to delete a project and the dashboard fails to load that project's settings.

Please help 😭

Incidentally, this ticket asks me to select which project this is pertaining to, but I am unable to select the project from the list, lol
