I think that's a problem with the Docker build.
If it's dotnet restore, check NuGet package/network access and enable Docker layer caching.
If it's dotnet build/publish, reduce unnecessary project files being copied into the build context and use a proper multi-stage Docker build.
If it's image push/deploy, check image size and whether large files are being included.
Also please send me the deploy log.
