I changed to free plan and tried redeploying the app. But it's getting stopped with an error [Free plan deployments must be serverless. Please go to your service settings and turn on the serverless flag]
The "serverless" toggle was already turned on but the error isn't solved

Can you press CMD+K and then "Deploy latest commit"? I believe this has something to do with how we treat deployment metadata in the manifest.
