Deploy stuck at "Create container" — build/image succeed, container never schedules (production)

Deploys to my "app" service (production) keep failing at "Deploy › Create container" with "Failed to create deployment." The build completes and the image publishes every time. Railway's own Diagnose says it's a platform infrastructure issue, "unable to schedule the container," and that the previous deployment with identical code and config succeeded. It has now failed 6 times over July 8, including a redeploy of the already-built image, while status.railway.com shows Fully Operational. Live URL: app-production-a334.up.railway.app. Can you clear whatever is stuck on your scheduler side for this service?
