My backend service has been stuck in the deploy phase for over 10 minutes.

This is unusual compared to previous deploys, which typically complete within a few minutes. There were no major dependency changes, no heavy new packages added, and no large build process introduced.

Current behavior:

• Deploy remains in building/deploying state
• No clear error message shown
• Service does not reach healthy state

Project details:

• Node.js backend
• PostgreSQL (Neon)
• Standard npm install + start script
• No recent infrastructure changes

Could you please help identify:

1. Whether this is related to build cache
2. If there are resource constraints or timeouts
3. If there is a known incident affecting deploys
