I am trying to deploy a web service with deployment id d3dfee07-ed75-4f41-8fb0-af4cf883a4ad
And it's hanging at copy.

Try disabling Metal in your production environment and redeploy the application.

Yes. Staging has it enabled and deploy worked in staging.

The redeploy yesterday without metal in prod worked and re-enabling today and deploying worked. I'm thankful for extra insight!
