Still failing immediately. This isn't a stuck deployment issue — it's likely a Railway workspace-level problem. You need to contact Railway support directly.

Go to railway.com/help or their Discord at discord.gg/railway and share this:

"All deployments failing immediately with 'number of concurrent in-progress deployments for workspace has reached the limit' — but I have no in-progress deployments. Pro plan. Project ID: 3ed906b1-b5b7-4a4b-a436-236eec65d2bd"

This is a known Railway bug where the counter gets stuck. Support can reset it.
