I'm trying to setup a notification for successful deployments, but it doesn't seem to be working. Every time I make a commit to GitHub it kicks off a Railway deployment and completes successfully. However, despite setting up "Deployment Deployed" notification rule the notification does not occur. Is there something else I'm doing wrong?

Did you configure a webhook in the project settings and enable the “Deployment Deployed” event?

Hm, I'm not sure what webhooks have to do with a notification? I just want Railway to send me an email when a deploy is successful not trigger a webhook. Here's my notification settings so it's more clear.
