We experienced a platform-wide service disruption earlier today that has since been resolved. Your service usage ($1.13) is well within your hobby plan limits, so this is not a usage issue. Your service should be recovering now - if it hasn't come back on its own, please try triggering a redeploy from your service's deployments page.
