Since it's an upstream GitHub issue there's nothing Railway can do
In the mean time railway up should work since it doesn't depend on GitHub

This is resolved. The queue backlog was actually on our side, not GitHub's, and it has been cleared.
Your latest deployment (2d37b310) built and went live at 18:18 UTC. New deploys should now go through normally, so no need for the CLI workaround. Sorry for the disruption, and let us know if anything gets stuck again.
