Hello,
I am currently getting "Deployment queued due to upstream GitHub issues." I have removed and readded the instance a few times now and keep getting the same error.

This message means GitHub is currently experiencing issues that prevent us from fetching your source code, so deployments are queued until GitHub recovers. Removing and re-adding the service will not help and can compound the queue. Cancel any duplicate queued deployments and wait for GitHub's issues to resolve, at which point your deployment will proceed automatically. You can monitor GitHub's status at githubstatus.com.

I do not believe this to be the case, there are several cases open and the issues appear to be on Railways end.
Per GitHubs Status page, there are no issues at this time.

Update - This does appear to be on Railways end as other services such as Render are working as expected. Any updates are appreciated.

You were right, this was on our side. The deploy queue for trial and free workspaces backed up today, and the "upstream GitHub issues" message was misleading. The backlog has been fully cleared now.
Since you removed and re-added the service, there are no deployments on it at the moment. Trigger a fresh deploy (push a commit or use the deploy button) and it should build normally. Sorry for the disruption and the incorrect earlier guidance, and let us know if the new deploy gets stuck.
