I sent it in a private issue. it took 10+ minutes instead of about 45 seconds

From our metrics, GitHub was slow to transfer the repo's archive tarball, which resulted in timeouts on each retry attempt and caused the snapshot errors you saw. We've since seen recovery, and it looks like you've been able to successfully make new deployments.
