You're most likely on what's known as Limited Trial plan
this happens when your Github account is too new or too inactive for Railway to verify its legitimacy

Limited Trial plan doesn't allow code deployments, meaning you can only deploy databases on Railway
if you are on Limited trial plan then there's unfortunately no workaround for this and you'll need to upgrade to hobby plan to deploy code on Railway
