Deployments stuck in INITIALIZING - "Taking a snapshot of the code"

* Issue: Multiple deployments stuck in INITIALIZING state ("Taking a snapshot of the code") for 5+ minutes. They never progress to BUILD phase.
* Commit: merge commit with version 1.1.0
* Repo: davnet79a/kryo-backend (main branch)
* This has happened repeatedly - previous deployments also stuck at snapshot phase
* The service is small (Node.js/Express, \~3.6KB index.ts)
* Previous deployments work fine when they complete
