Multiple deployments (including fresh ones after code fixes) are stuck in QUEUED state and never enter BUILDING. No build logs appear. This has been ongoing for over 30 minutes across multiple commits.

On Hobby plan, Python service. Workspace billing is normal. Even new pushes won't trigger builds.
