Deployments stuck "waiting for previous deployment"

Question

Somewhat related to [this](https://station.railway.com/questions/rollbacks-get-stuck-on-pre-deploy-comman-d9ec72b0) but I cannot deploy to my service in production. Been down for about 12 hours now 🙁
