I am unsure why my project (valyoued) says deploys have been paused temporarily. There is no clear error message for me to debug from

This is a documented "Limited Access" state that can temporarily pause deploys for Free and Hobby tiers during periods of high platform demand, while Pro/Enterprise deployments are prioritized. Your services in the valyoued project are currently showing successful deployments, so the pause has resolved. If you need to avoid future pauses, upgrading to Pro bypasses this queue entirely.

But the problem with your services yesterday and today is that they've become very slow, and suddenly I can't even get a system up and running anymore. The fault lies with you and has nothing to do with the number of deployments I've done.

In reality, I ended up doing more because all my websites and systems were down, and I had to redeploy them.

You're right, this was on our end. We had an infrastructure issue that caused a backlog in the build queue, and Hobby plan builds were temporarily paused while we worked through it. The slowness and failed deploys you experienced were a direct result of that, not anything on your side. You can track the details here: Builds are slow to progress. We have a giant backlog from yesterday's incident and are working as fast as we can to resolve things.
