Hi!
I was wondering if there may be issues ongoing with USW. I seem to be getting global rate limit errors on my discord bot, but I spent a decent amount of time investigating it and didn't find any new issues that would have caused it.
After trying a few things, I moved my instance from USW to the USE server and immediately had no issues. While doing this, it also wanted to transfer an almost empty volume over. This process also seemed to be having issues. I'm wondering if perhaps there may be some issue with how the Rate Limiting with USW is configured/set up?

Services on the Hobby plan share outbound IP addresses, and different regions use different outbound IPs. Discord applies global rate limits per IP, so if many Discord bots share the same outbound IP in a given region, they can collectively trigger rate limits. Moving to a different region changes the outbound IP, which is likely why USE resolved the issue. Dedicated outbound IPs are available via the Static Outbound IPs feature on the Pro plan. Regarding the volume transfer, brief delays during cross-region volume migration are expected as the data is copied to the new region, as described in our region docs.
